Otto Mullins was born on February 1, 1942 to Luther and Betty Mullins in Prairie County. He attended the Ulm Point School and Bisco High School. He was baptized at an early age at Mt. Carmel Baptist Church in Roe, AR and confessed a belief in Christ. After moving to Stuttgart, he worked for the City of Stuttgart and later went to Comet Rice Mills, where he worked until retirement. Otto departed this life on Friday, July 20, 2018 at Baptist Health Medical Center in Little Rock, AR.
Otto was united in marriage to Pearlie Moore, and to this union five children were born. He then married Bobbie Jean Phillips. He was preceded in death by his parents Luther and Betty Mullins, his first wife Pearlie Mullins, three brothers and two sisters.
Otto leaves to cherish his memories: a loving wife Bobbie Jean Mullins; four sons Otto Mullins, Jr. of Little Rock, AR, Terence (Missey) Mullins of Jacksonville, AR, Tommy (Brandie) Mullins of Conway, AR, and Alexander Mullins of Jacksonville, AR; two stepsons he cherished as his own Thomas (Ileaner) Phillips of Stuttgart, AR and Eddie (Sandra) Phillips of Holly Grove, AR; one daughter Rogenia Mullins Meriman of Jacksonville, AR; one stepdaughter Trease Hobbs of Stuttgart, AR; a father-in-law Charles Phillips of Stuttgart, AR; three brothers Nathaniel (Fannie) Mullins of Rockford, IL, Cecil (Elester) Mullins of Baton Rouge, LA, and Allen (Linda) Mullins of Little Rock, AR; three sisters Betty Avery of Stuttgart, AR, Ruby (Calvin) Myles of Wylie, TX, and Thelmon Stuckey of Little Rock, AR; seventeen grandchildren; ten great-grandchildren; brother-in-laws Charles Phillips and Robert Phillips both of Stuttgart, AR; sister-in-laws Lula (Ray) Robinson and Betty Acker both of Stuttgart, AR, Annie Jones of Little Rock, AR, Mary Phillips and Dessie Phillips both of Dewitt, AR, Roxie Ann Phillips of Humphrey, AR and Sharon (Thurman) Penn of Hazen, AR; and a host of nieces, nephews, cousins, and friends who mourn his loss.
